Title: Head of Information Systems

Salary: £47,200

The Head of Information Systems will provide information systems that meet the strategic objectives of the police service, the force and individual departments.

Overview of Role:

To develop, deliver and support business information systems, applications software and hardware development projects, identifying and defining the workloads, planning the implementation, managing changes relating to developing and implemented systems / services, working closely with other departmental managers, and directing where appropriate project teams and external suppliers, ensuring value for money in the procurement and controlled introduction of new systems into the force.

Key responsibilities will include:

  • Ensure that the Force has a defined, agreed and managed information systems programme for the introduction of new systems, applications and hardware into the Force.
  • Provide pro-active advice and strategic on changes, opportunities and risks in the provision of information systems and software.
  • Oversee the implementation of strategic change projects.
  • Plan, co-ordinate and manage the programme of projects within Information Systems. Participate in information systems and network project risk assessments and security risk assessments to identify threats, vulnerabilities and impacts as well as countermeasures to prevent and detect incidents and recover if they occur.
  • Identify resource requirements to ensure the effective development and implementation of systems or services.
  • Negotiate with suppliers to ensure the formulation of best value contractual issues to ensure that appropriate commercial arrangements are made with all contractors and suppliers.
  • Contribute to the formulation of overall policy and strategy for Nottinghamshire Police to ensure the continued, effective development of the organisation.
  • On behalf of Nottinghamshire Police, liaise with other Forces, agencies, individuals and professional bodies to develop and maintain links both locally and nationally to foster closer working relationships.
  • Be responsible for the training and development of all staff within the Information Services Department and for the co-ordination of the PDR process for all staff within that Department.

To be considered, you will be required to demonstrate the following skills and experience:

  • Significant experience in a senior ICT management position.
  • Demonstrate experience of managing the procurement, development and deployment of systems within a substantial ICT function.
  • Experience of delivering systems in a large complex organisation.
  • Previous practical experience of Prince2, Systems development, Rapid Application Development, Supplier Contracts and procurement of ICT systems & services.
  • Demonstrate experience of providing leadership, managing and developing a department and accountability for budgets.
  • General knowledge of enterprise level technologies including Business Objects, Windows, Oracle and ITIL.
  • Ability to develop a strategy, processes and systems for the delivery of ICT Systems and projects.
  • General knowledge of police business applications including Command & Control, Crime, Custody & intelligence and Airwave.

Working Hours: 37 Hours Per Week with Flexitime.

Annual Leave Entitlement: Holiday days allocated to this post will be 24 days per year, increasing to 29 days after five years and 32 days after ten years continuous service.
