Job Title: Business Change Manager
Responsible to: Corporate Programmes Manager
Responsible for:
Internal and external business change programme and project team
members, dependent on requirements of one or more projects at any
time, for the duration of each project. A programme may consist
of multiple projects running in parallel for which the post holder
has overall responsibility and accountability.

Job Description:
Main Purpose of job:
The post holder will contribute to the improvement of the Council’s
service delivery to the community through the successful and effective
delivery of both business and ICT programmes designed to modernise
these services and practices making them more customer focused,
efficient and accessible. In particular the post holder will act
as accountable body for the implementation of the Council’s
ICT Strategy through the successful delivery of key programmes.
Main Responsibilities / Accountabilities:
The jobholder will be expected to complete the responsibilities
/ accountabilities effectively.
- To provide a quality business change and programme management
service to all Council and partnership customers, in the implementation
of complete business solutions.
- Provide overall ownership, accountability and leadership responsibility
for all Council and Partnership programmes on which they work,
including overall responsibility for programme budgets and expenditure.
- Provide active stakeholder management ensuring their ongoing
ownership and commitment to the programme and its objectives/outputs.
- Communicate and own the Programme vision and Programme Blueprint
of the required change and how improvements to services will be
measured.
- Provide an effective Programme Communications Plan, working
with stakeholders, programme board members, corporate communications
and the Head of ICT to ensure its design, implementation and ongoing
review.
- Provide active coordination of programme’s components,
the relationship with other programmes and the interface to business
strategy.
- Assign responsibility for the delivery of business benefits
ensuring the development, approval, implementation and monitoring
of a business benefits realisation plan (business case) against
which the success of the programme and its individual components
will be measured.
- Ensure that the organisation has appropriate personnel available
with relevant skills and experience to set up, manage and deliver
the programme.
- Ensure that the organisation is capable of achieving the change
required by the programme putting in place effective change management
procedures and training where appropriate.
- Ensure that effective and robust Programme management and support
processes are in place.
- Act as mentor for other less experienced programme and project
managers.
Job Activities:
The jobholder will be expected to complete the responsibilities
/ accountabilities effectively.
- To define Programme objectives, outcomes and outputs that can
link programme and project activity back to the vision and ambitions
of the Council’s Corporate Plan, the Herefordshire Plan,
the Council’s ICT Strategy and the Corporate Information
Policy : Daily
- To implement all due Council policies and procedures that relate
to programmes and projects and ensure that these are adhered to
at all times : Daily
- Where the programme involves external funds, to implement all
due policies and procedures including progress reporting in line
with the requirements and stipulations of the funding body : Daily
- To manage the procurement process and contract negotiation
in accordance with European law, Government policy and the Council’s
Standing Financial Instructions : Daily
- To ensure that the Programme has adequate and empowered Programme
Governance and Sponsorship : Daily
- To develop and monitor a stakeholder management strategy supported
by a stakeholder map to define and implement the objectives, activities
and responsibilities for managing stakeholders, including effective
communications and building ownership : Daily
- To clearly understand and demonstrate to stakeholders the inter-dependencies
of the Projects via an effective set of Diagrams and documentation
: Daily
- To have accountability for any Programme spend and will need
to ensure that all budgetary spend is approved by the normal governing
body and all appropriate reporting controls are in place. Back
Office payment functions must adhere to Council Policy : Daily
- To develop, implement and monitor the programme communication
plan in conjunction with stakeholders, corporate communications
and the Corporate Programmes Manager : Daily
- To ensure that all Roles and Responsibilities within the Programme
are clearly identified, documented, communicated and are being
fulfilled : Daily
- To capture and actively manage programme issues through an
issue log and put into place an issue resolution strategy to implement
appropriate mechanisms and procedures for resolving issues and
conflict : Daily
- To capture and actively manage risks through a risk register
and put into place a risk management strategy to define and establish
the required activities and responsibilities for managing the
programme’s risks : Daily
- To develop and monitor a quality management strategy to define
and establish the activities for managing quality across the programme
: Daily
- To ensure that the projects within the programme are properly
managed in accordance with the PRINCE 2 project management standard
: Daily
- To manage the successful procurement, development and implementation
of corporate systems and infrastructure within the available resources
and the establishment of a sustainable environment : Daily
- To ensure that ALL of the Programme Documentation Set is in
place, is active and is being implemented : Daily
- To ensure that in lieu of the lack of resources, maximum synergy
is achieved via effective resource levelling and detailed capacity
planning : Daily
- To liaise with the appropriate programme managers for externally
funded programmes ensuring programme bids, proposals, plans and
reporting are all aligned, communicated and executed : As required
- To undertake other duties and projects as may be required by
the Corporate Programmes Manager from time to time : As required
Other information:
This is a new post within the Council and as such the duties and
responsibilities attached to the post are difficult to define in
their entirety therefore may vary from time to time without changing
the general character of the duties or level of responsibility entailed.
The post holder is therefore expected to undertake such other duties
as may be requested provided the general character of the duties
or level of responsibility does not change.
Skills:
Essential:
- Minimum 5 years experience of :
- Managing complex business change programmes using ICT as
an enabler
- Ensuring successful programme governance and sponsorship
- Ensuring programmes are aligned to business and ICT strategy
and result in measurable performance improvement
- People management including recruitment, staff development
and training and leadership in a political environment
- Complex, high value contract negotiation and supplier management
- Sound financial and budgetary management Initiating, planning,
and managing a number of concurrent complex large scale projects
and their associated resources
- Minimum 5 years:
- Proven ability to work across the public, private and voluntary
sector
- Business and ICT strategy generation and implementation
Desirable:
Minimum 3 years experience of
Devising and submission of funding applications for complex programmes
involving aspects of social inclusion, economic regeneration, environmental
issues and the use of technology in support of this transformation
Working with corporate and external communications media
Qualifications and Training:
Essential:
- Educated to a minimum degree level Industry recognised project
management qualification such as PRINCE 2 practitioner
- Industry recognised Programme Management Qualification such
as MSP
- Risk Analysis
- Demonstrable knowledge of BS7799 and ISO 9001 & 14001 quality
standards
- Minimum 5 years knowledge & experience of programme/project
management tools such as MS project, SAP or like tool
- Excellent communication / presentation skills
Desirable
- Formal management qualification such as MBA
- Membership of Programme Management Body/Centre of Excellence
- European Computer Driving Licence
- Communication/media training
