Experienced Project and Commercial Managers

Reports To: Head of Procurement
Role Purpose:
- To support the Head of Procurement with the management of procurement process and project delivery for all major construction activities
- Lead on the further development of collaborative working arrangements involving pathfinder projects and framework agreements for the South East Centre of Excellence (SECE) and other major public sector organisations
- Lead key workstreams within the SECE Framework worth up to £250m such as the BSF One School Pathfinder Programme, Civic Offices and Primary Schools.
- Develop best practice and governance arrangements for all building activities for the Centre so as to achieve the aims of the National Procurement Strategy for Local Government and the Government’s efficiency targets.
- lead all commercial negotiation with contractors and consultants – overseeing tender processes.
Accountabilities:
Strategic Development
Developing work streams on all building procurement activities with the constituent authorities of the South East Centre of Excellence:
- Lead on the development of collaborative project management and procurement activities including Framework agreements, common supply chains and strategic partnerships for individual services
- Lead and manage wide ranging framework agreements in consultation with SECE and constituent authorities.
- Steer the development of wide ranging arrangements either regionally or for clusters of authorities; represent the Centre both regionally and nationally regarding the agenda for construction procurement and efficiency
- Develop best practice arrangements for project delivery including procurement and project management systems and ensure their dissemination throughout the Centre
- Lead and manage all commercial aspect of wide ranging framework agreements and their supply chains in consultation with SECE and constituent authorities.
- Introduce wide ranging specialist partnerships for works and professional services involving innovative contract arrangements, the management of risk and performance
- Ensure the aims and objectives of the Centre are understood and key priorities are achieved
Programme Management
- Devise and manage the implementation of project strategies, ensuring the most suitable procurement method is used, projects are undertaken in an efficient and effective manner and that all significant risks are clearly identified and managed
- Devise, develop, recommend and lead best practice project implementation strategies for both the County Council and SECE to deliver wide ranging programmes of major projects, repairs, maintenance work and facilities management
- Develop the measurement of performance including establishing and reviewing KPIs; the performance and development of strategic framework and partnerships; encourage innovation and challenge performance so as to achieve continuous improvement
Specialist Activities
Lead the development of a range of activities both in support of the Centre of Excellence and for the County Council:
- Develop a standard methodologies and toolkits to help authorities establish or access wide ranging best practice arrangements
- Implement sustainable construction initiatives, reviewing whole life costs and ensuring best practice is being applied to all building investment decisions.
Corporate & statutory initiatives – equalities/health and safety/ e-government/ sustainability
- Introducing new forms of procurement through partnering arrangements, including the use of Framework Agreements and supply chain management, is the core of Central Government’s policy “Rethinking Construction”, which also forms part of the County Council’s corporate strategy.
The Role Dimensions :
Financial
- Responsible for ensuring appropriate best practice project implementation strategies are introduced across the South East in line with the National Procurement Strategy for Local Government. Overall construction activity in the South East Centre of Excellence is worth in excess of £800million pa. Hampshire County Council currently has a Capital Building Programme worth in excess of £100M pa. and repairs, maintenance and refurbishment work worth £50M per annum
- The development of innovative procurement and project management arrangements for the Southeast Centre of Excellence and the County Council.
Non-Financial
- The South East Centre of Excellence comprises 74 councils in the South East Region comprising 7 County Councils, 12 Unitary and 55 District Councils. The role will be instrumental in implementing best practice, and common building procurement and project management arrangements throughout the region
- Management of multi disciplinary teams undertaking a range of projects for major capital works and specialist activities.
- Contribute towards the management of the procurement team comprising nine in house staff including direct management of a dedicated team of external consultants
Person Specification
Essential Criteria:
Experience and achievements:
- A minimum of five years post-qualification experience in project management or commercial management of complex projects delivered through collaborative forms of procurement
- Experience of applying and measuring performance indicators
- Experience of leading in an integrated team environment
- A clear understanding of major government initiatives such as Building Schools for the Future
- A good understanding of current procurement legislation and practice and experience of running major tender processes.
Qualifications, Registrations, Memberships :
- Post graduate qualification in project management or equivalent experience of a wide range of public sector construction
- Chartered construction professional
Skills/Competences :
- Ability to advocate and lead complex projects, initiate change and innovation
- Detailed understanding of the financial and contractual management of construction projects
- Good communication skills
