Director of Finance
c£60,000 + Final Salary Pension + 35 Days Holidays
Role Purpose
The medium/long term corporate financial planning and management of
the college. Ensuring financial targets are met and that the related
financial and information systems and controls are effective throughout
the college. Implementing the Property Strategy and ensuring that an
appropriate investment programme is in place to support the programme.
The postholder will ensure the formulation and implementation of all
financial operational plans and budgets so that they support continued
growth and development of the Corporation.
Specific Responsibilities
Corporate and Strategic Responsibility
- Provide outstanding leadership and management of the college’s
financial, information and property strategies, and be responsible
for giving advice to the Governing Body and the Principal on the solvency
of the college.
- Act as Financial Reporting Officer to the Board and advise on strategic,
corporate and operational financial, property, audit, and HEFCE/LSC/ESF
funding issues to the Corporation; and the attendance at Corporation
and Sub Committee meetings as required.
- Lead the development and implementation of Risk Management throughout
the college and provide leadership, advice and consultancy support
to the Executive Team, Directors, Heads of Department and other managers
to ensure improvements in efficiency and value for money in all activities
of the college.
- Contribute to the formulation and implementation of effective strategic,
development and operational plans to ensure the financial viability
of the college and which preserve the educational character of the
college.
Finance and Operational Management
- To lead, act as line manager, and contribute to the overall management,
development and strategic direction for the areas of finance, information
and estates. Including related health and safety, and environmental
issues.
- Create within Finance, Facilities and ICT teams a culture that is
obsessional about value for money, raising standards, continuous performance
improvement and putting the student first.
- Ensure the development and implementation of comprehensive and
effective financial, business and learner information systems; and
ensure that all appropriate staff have access to high quality and
timely course, student and financial information.
- To lead and oversee the implementation of appropriate financial
regulations which fully meet the recommendations and requirements
of all external funding bodies.
- To ensure the allocation, and efficient and effective use of financial
resources; and that all expenditure of funds fully complies with the
college’s policy/financial regulations.
- To ensure the timely and accurate preparation and submission of
all LSC/HEFCE returns, year end accounts, and all other relevant reports
and returns.
- To advise the Principal and the Governing Body on all financial
matters.
- To deputise for the Principal as and when required.
Property Management
- Ensure that the college’s financial strategy fully supports
the short, medium and long term investment needs required, to maintain
the development of world class learning environments and efficient
college estates.
- Ensure that the college’s ongoing property development fully
supports the successful implementation of strategies for corporate
development, business growth and wider public engagement in the college.
- Ensure that all property services are regularly market tested and
provide outstanding value for money. Where necessary ensure that all
legal contracts protect the college’s interest.
