JOB TITLE: Chief Executive
RESPONSIBLE TO: 2010 Rotherham Limited Board
RESPONSIBLE FOR: Senior Management Team
JOB PURPOSE: To take strategic and operational responsibility for the day-to-day running of 2010 Rotherham Limited
- To deliver the strategic aims and objectives of the organisation ensuring that customers and values are at the centre of service delivery and future developments.
- To provide inspirational and motivational leadership throughout the organisation underpinned by a robust and effective performance management and commercial business ethos.
- To ensure that the organisation is effectively managed and that services are delivered to exceptional standards.
- To work with the Board to ensure outstanding and transparent structures are embedded through the organisation around governance, probity, financial control and integrity of decision making.
- To work with and provide sound advice and appropriate evidence based recommendations to the Board on strategic plans, policies, and outcomes in all areas of operation.
- To provide the Board with accurate regular monthly reports on performance against agreed plans and other performance standards.
- To ensure that the organisation is effectively managed and controlled within agreed budgets/ financial and resource limits.
- To establish and maintain performance management arrangements and quality systems that support the achievement of corporate and business objectives as set out in the Delivery Plan including a focus on continuous improvement.

Contact With Others
Strategic Planning And Development
- To ensure the efficient management of the organisation and implementation of its policies within the strategic framework set by the Board
- To work closely with the Board in devising and coordinating the strategy, policy and objective setting process
- Monitor the operational performance of the organisation, keeping the organisation “fit for purpose”, making necessary proposals for change to the Board
- Lead the strategy and business planning process, with particular focus on the implementation of the cost improvement programme
- Drive forward the cultural change programme
- To support the Chairman and Board finalising and implementing the new governance arrangements
- Ensure that Rotherham 2010 Ltd’s approach is in line with the needs of customers and are of the highest quality
Finance And Commercial Management
- Work closely and effectively with the Board to ensure the effective financial viability of the organisation
- Ensure financial planning and management is in line with the requirements Companies acts
- Ensure income is maximised, extending existing sources and accessing new funding streams, particularly in relation to the capital investment programme
- Take responsibility and accountability for securing the necessary infrastructure, financial and human resources and for ensuring that they are best developed to achieve 2010 Rotherham Ltd
- Track and manage performance against budget
Communication And Representaion
- Be accountable for the development and delivery of effective communications strategies both within the organisation and externally
- Ensure that the 2010 Rotherham brand is clearly sustained, communicated, promoted and developed with key stakeholders
- Strengthen and build relationships with existing and new stakeholders
- Promote and heighten the public perception of the organisation as a whole
People Management
- Responsible and accountable for providing leadership, support, motivation, development and direction to all 2010 Rotherham staff and volunteers
- Build and maintain a common sense of purpose across the organisation, maximising the benefits of working together
- To instil and embed a culture of performance management
Governance Responsibilities
- Responsible and accountable for timely and appropriate reporting to Board to enable it to determine, articulate and discharge its responsibilities effectively and efficiently
- Review the delivery of the mission in the light of changing needs, strategic and business planning for the future, presenting realistic budgets in line with financial restraints

Person Specification
Background and experience
Essential
- Consistent achievement of strong and robust leadership at Board or similar level within housing, the voluntary sector, a local authority or a similar multi-functional organisation of comparable scope, size and complexity.
- Proven track record in strategic management and planning.
- Experience and evidence of working effectively in a complex multi-disciplinary environment and coping with the changing priorities and pressures.
- Demonstrate a sound understanding of the key issues within organisational management including leadership styles, team working, financial control, business planning, quality assurance, Value for Money, information management. Governance issues and performance.
- Proven track record in effective problem solving and people management skills and evidence of having led significant organisational change.
Desirable
- Awareness of the major issues that face voluntary, not for profit organisations or arms length management organisations.
- Understanding of Social Housing issues.
